Educational System
Students may study, under the current education system, for up to 20 years, which includes 6 years of primary education, 3 years of junior high school, 3 years of senior secondary school, 4 to 7 years of college or university, 1 to 4 years for a master’s degree and 2 to 7 years for a doctoral degree.

9-year Compulsory Education system was put into effect in 1968, of which 6 years are for elementary education and 3 years for junior high school. To offer more diverse development opportunities for junior high school students, technical arts education is included as well, in addition to the regular curriculum. Practical classes allow students to better understand vocational education and their future career choices. 12-year Basic Education was carried out in 2014.

Senior secondary education consists of three years of schooling and includes “general senior secondary schools,” “skill-based senior secondary schools,” “comprehensive senior secondary schools,” and “specialized senior secondary schools.”

Junior college education can be classified according to admission requirements into 5-year junior colleges and 2-year junior colleges. 5-year junior colleges admit graduates of junior high schools, whereas 2-year junior colleges admit graduates of skill-based senior secondary schools.

Teacher Education Programs
The teacher education system is comprised of diversified, training and selecting methods. Teachers who teach in preschool, primary school, junior high school, and senior secondary school are trained in universities of education or normal universities with teacher training programs or centers. These institutions are also responsible for providing in-service training and guidance for local education practitioners; from February 1, 2018, the training of teachers first implements qualification tests before conducting internships, and through exams selects a necessary number of students with just the right qualities, thus implementing a teaching and counseling training system. From December 1, 2018, the Ministry of Education proclaimed and implemented the “Guidelines regarding teachers’ professionalism” and the “Criteria governing pre-service teacher education courses for teacher education” to implement a learner-centered training system.
University/College and Graduate School Education
University/College and Graduate School Education
The maximum study period for university education (including universities, colleges, universities of technology, and technical colleges) is 4 years (the Post-bachelor Second Specialty Program is 1-2 years, while the bachelor’s program is usually 2 years), and internships can last one-half to 2 years depending on the needs of the subject. For Master’s Degree candidates, the study period is limited to 1-4 years and for Doctoral Degree candidates to 2-7 years.

Special Education
At the stage before higher education, special education has been divided into preschool, basic education and senior high school. The education system is the same as in the rest of each phase of education, and each school needs to form special education classes. Separate special education schools are also established primarily for students with serious or multiple disabilities, while there are also special schools for students with hearing and visual impairments respectively. In order to meet the educational needs of special education students, the phases of education, the organization of the academic year, the education venues and way of implementation, the curriculum, teaching materials, and teaching and evaluation methods should all maintain flexibility. Special education and related service measures should be offered in a spirit blending adaptability, individualization, localization, accessibility and inclusion.

Arts Education
The goals of arts education are to cultivate artistic talent, enrich the spiritual lives of citizens and elevate the cultural level. Arts education in Taiwan can be divided into professional arts education offered at schools, general arts education offered at schools and arts education offered to the public.
Supplementary and Continuing Education
Supplementary and Continuing Education
Supplementary and continuing education have the aim to supplement citizens’ life knowledge, raise the education attainment, transfer practical skills, cultivate sound citizens, and help society to progress. This education system offers supplementary education, continuing education, and short-term supplementary education: all citizens who are past the usual study age but have not received the 12 years of basic education can benefit from supplementary education; citizens who did receive 12-year basic education can receive continuing education; citizens who want to improve their life knowledge and ability can receive short-term supplementary education.

Regulations Regarding International Students Undertaking Studies in Taiwan

No.1207, March 11, 2003.

  • For the purpose of promoting city-to-city diplomacy and fostering internationalization in Taipei, the Taipei City Government would like to encourage foreigners to study Chinese in Taipei on an equal and mutually beneficial basis.
  • Foreign students applying for the grants should follow the guidelines of this announcement; additionally, they should consult the "Measures for Study in the R.O.C." issued by the Ministry of Education, and other related R.O.C. regulations.
  • In these guidelines, the term "foreign student" refers to students of non-R.O.C. citizenship, not of Chinese parenthood or who are not overseas Chinese students.
  • Ten grants are sponsored by the Taipei City Government, other associated foundations and corporations in Taipei.
  • The scholarship awards NT$25,000 per month to every foreign student for six consecutive months. Each person can be awarded the scholarship only once.
  • Eligibility Criteria:
    (1) Citizens and students from Taipei's sister cities who have a strong desire to study Chinese in Taipei. The applicants should not be the recipients of any other scholarship.
    (2) Citizens and students from Taipei's sister cities who have already studied at the Chinese language centers listed below. The applicants should not be the recipients of any other scholarship.
  • Applicants should submit a letter of recommendation from their Taipei sister city’s mayor. Taipei sister city should submit a list that indicates the placement of priority if more than 1 student apply for the scholarship from the same city.
  • Scholarship Verification Procedures:
    (1) The scholarship application is reviewed by the committee which formed by Department of Education, Taipei City Government.
    (2) In consideration of nationality equality, committee should limit the number of student from same country.
    (3) Department of Education authorized the learning centers to remit the scholarship to all recipients.
    (4) Recipients should apply for student insurance.
  • Termination or Suspension of Grants:
    (1) During the term (semester), if students are absent from classes for over ten hours in a single month or with the overall grade lower than 80, the disbursement of their grants will be suspended for that month.
    (2) Any case of suspension or termination should be reported by the institutions with a copy of the notification sent to the Department of Education, Taipei City Government.
  • Recipients should choose their own class at minimum 10 hours per week, and study on a group lesson basis. If students study in private lessons, the extra fees shall be borne by the students concerned, and students must still enroll in the Chinese language centers.
  • Once the recipients are awarded for scholarship, no extension or reservation will be allowed. Recipients should participate in the activities arranged by Taipei City Government and the associated sponsors.

Frequently Asked Questions Regarding Education

A:

  • Foreign students may attend public elementary schools in Taipei City by filing application with the elementary school nearest their residence and presenting a passport ARC and transcript from previous school.
  • When the school applied to be full, school staff will assist with application to an alternative nearby school which is not full.
  • Foreign students may attend private elementary schools in Taipei City by filing application with the preferred private elementary school and presenting a passport ARC and transcript from previous schools. Applicants will be put on the waiting list when the school applied is full, and will be informed if a school place becomes available to offer.

  • Foreign students wishing to attend public middle and high schools in Taipei City may present their passport, ARC issued at least six months previously and a foreign school diploma or certificate of study with a complete transcript both verified by a R.O.C. diplomatic office, and then file an application to the school in the district of their residence. The student may attend the school upon approval by the school. Foreign students wishing to attend high school in Taipei City may participate in the Keelung-Taipei District Test-free Senior High School Admission Program, take the High School /Vocational School Transfer Test, or apply according to “Regulations Regarding International Students Undertaking Studies in Taiwan”.
  • When the school applied to be full, please apply to an alternative nearby school, which is not full.
  • This application process may be used only once after which, if a foreign student graduates from one school and wishes to continue to the next level, she/he shall follow the same application procedure as local students.

A:Taipei Municipal public preschools enroll resident or permanent resident of Taipei City, who have citizenship of R.O.C or Non-R.O.C., (original Passport or ARC must present during registration, school districts are distributed as per the applicant’s permanent address.) Applicant whose age are over 2 years old and before entering a national elementary school must be registered in the same household with one parent, direct blood relative or guardian.
