Starting in 2016, the central government implemented the "Digital Nation and Innovative Economic Development Plan" (DIGI+ Plan), by launching the "5+2" incentive program to provide over NT$5.83 trillion in funding to support innovative industries involved in green technology, Asia's Silicon Valley, smart machinery, medical biotechnology, national defense, aviation, innovative agriculture, and circular economy. The program is to promotes inter-departmental and inter-ministerial cooperation and industrial innovation.

Green Energy Technology Industry

The program aims to create a green energy technology industry ecology, combining precision machinery, the Internet of Things, composite materials, ICT, and domestic green energy demand. It will support the development of the offshore wind farming and solar power industries, and help penetrate into the global market to create the next rising-star industry. |
Asia’s Silicon Valley

Connect well-known core technology communities from all around the world to be the first to grasp the next-generation industries of the future, as well as become an innovation and startup development base for the youth of the Asia-Pacific. |
Innovative Smart Machinery Industry
|
Upgrade from precision machinery to smart machinery; become one of the top five manufacturing nations and one of the top three export countries in the world; transform/upgrade, create job opportunities, expand exports, resolve social issues; become the "capital of global smart machinery," drive the development of the central region. |
Biotech Industry
|
Elevate the level of "talent, funding, intellectual property, legal environment, consolidation of resources, and selection of effective targets" through connecting to the world and consolidating local innovation clusters; create an innovative "Asia-Pacific Biotech Pharmaceutical Industry R&D Center." |
Defense industry
|
Increase the self-sufficiency of the defense industry and defensive combat capabilities; stabilize domestic demand, encourage technological upgrades and system integration, and assist in expanding into the international market; strengthen industrial communities' effectiveness and increase employment opportunities in order to start a positive cycle of civil-military cooperation. |

Under the "5+2" Program, the city government wants to transform the Nankang Software Park into an "Asia-Pacific Biotech Pharmaceutical Industry R&D Center." An estimated NT$11 billion will be injected into the development of a key research and development base for medical biotechnology. In response to the central government plans, the Taipei City government has initiated many projects to promote industrial development.
