Central Government Development Plans

Starting in 2016, the central government implemented the "Digital Nation and Innovative Economic Development Plan" (DIGI+ Plan), by launching the "5+2" incentive program to provide over NT$5.83 trillion in funding to support innovative industries involved in green technology, Asia's Silicon Valley, smart machinery, medical biotechnology, national defense, aviation, innovative agriculture, and circular economy. The program is to promotes inter-departmental and inter-ministerial cooperation and industrial innovation.

Five Inventive Programs

 Introduction

Green Energy Technology Industry

 The program aims to create a green energy technology industry ecology, combining precision machinery, the Internet of Things, composite materials, ICT, and domestic green energy demand. It will support the development of the offshore wind farming and solar power industries, and help penetrate into the global market to create the next rising-star industry.

Asia’s Silicon Valley

 Connect well-known core technology communities from all around the world to be the first to grasp the next-generation industries of the future, as well as become an innovation and startup development base for the youth of the Asia-Pacific.

Innovative Smart Machinery Industry

 Upgrade from precision machinery to smart machinery; become one of the top five manufacturing nations and one of the top three export countries in the world; transform/upgrade, create job opportunities, expand exports, resolve social issues; become the "capital of global smart machinery," drive the development of the central region.

Biotech Industry

 Elevate the level of "talent, funding, intellectual property, legal environment, consolidation of resources, and selection of effective targets" through connecting to the world and consolidating local innovation clusters; create an innovative "Asia-Pacific Biotech Pharmaceutical Industry R&D Center."

Defense industry

 Increase the self-sufficiency of the defense industry and defensive combat capabilities; stabilize domestic demand, encourage technological upgrades and system integration, and assist in expanding into the international market; strengthen industrial communities' effectiveness and increase employment opportunities in order to start a positive cycle of civil-military cooperation.

Taipei City Government Development Plans

Under the "5+2" Program, the city government wants to transform the Nankang Software Park into an "Asia-Pacific Biotech Pharmaceutical Industry R&D Center." An estimated NT$11 billion will be injected into the development of a key research and development base for medical biotechnology. In response to the central government plans, the Taipei City government has initiated many projects to promote industrial development.

Meanwhile, private funds and resource contributions in such high-tech industries as artificial intelligence, robotics, biology, and digital medical care are introduced to land dedicated for city technology development T16, T17, and T18 through the creation of superficial rights. It is expected to lead the overall industrial development in Beitou, Shihlin Park and ultimately become the engine of Taipei City’s next industrial development.

Content of the Plan The project is managed and developed in accordance with article 42 of the Act for Promotion of Private Participation in Infrastructure Projects (hereinafter referred to as the Participation Promotion Act). In addition, the “Incubation center and its facilities” are a major business based on subparagraph 11, paragraph 1, article 3 and subparagraph1, paragraph 1, article 8 of the Participation Promotion Act and the approval letter: Jing-Shou-Chi No. 10500005620 of MOEA, dated on February 3, 2016. The construction introduces private capital and professional contributions to the innovative development of enterprises and the incubation of startup businesses to enhance the innovative drive of the Neihu Technology Park.

Management Status This project contract has been concluded with the private investor, Hongwell Jueiguang Co., Ltd. The project is currently under construction and the operation is expected to start in July 2020.

Taipei City Nangang Biotechnology Industry Cluster Development BOT Project

Content of the Plan The project is managed and developed in accordance with article 42 of the Act for Promotion of Private Participation in Infrastructure Projects (hereinafter referred to as the Participation Promotion Act). In addition, the “Incubation center and its facilities” are a major business based on subparagraph 11, paragraph 1, article 3 and subparagraph1, paragraph 1, article 8 of the Participation Promotion Act and the approval letter: Jing-Shou-Chi No. 10500005620 of MOEA, dated on February 3, 2016. The construction introduces private capital, establishes the biomedical innovative incubation center, provides incubation space for new biotechnological ventures, provides opportunities for investments in technological development and operational management, and supports the expansion in business opportunities while offering professional resources. In contrast, there is also biotechnology industrial space established to introduce biotechnology enterprises in the middle or late technological development phase or enterprises that are relatively developed and provide offices, research labs, and small trial facilities such as functional spaces that are equipped for upgrading the biotechnological industry.

Content of the Plan The project area includes the linking of the union station and the airport MRT, in which the four underground floors and the 2 ground floors in the C1/D union land will be incorporated with the airport MRT a1 Taipei Station. To ensure that the construction is in accordance with the existing structure safety, urban plan, and relevant laws, the investor may complete a subsequent design based on the actual operational demands.
Industrial Categories Available for Entry No housing purpose is allowed. The project contribution is available to general services, financial and insurance businesses, fitness services, travel and transportation services, general hotel services, and international tourism hotel businesses. The daily retail sale and restaurant area shall not exceed 40% of the floor area after the construction has been approved.
Management Status The development project was signed with the new project company "Taipei Twin Towers Co., Ltd." established by the CLEVO and HONGWELL team on December 17, 2019. The buildings are expected to be completed by 2026 and to start operations in mid-2027.

Content of the Plan The Nangang bus station is one of the factors in promoting the “Taipei East District Gateway Plan”. The project is additionally significant in order to satisfy the travel demands of people in eastern Taiwan that are traveling to and from the Great Taipei Area, correspond with the rising travel demands resulting from the future development of the east district gateway plan, and reduce the over-centralized condition of the bus routes in western Taipei. Therefore, the plan includes establishing the Nangang bus station to alleviate the travel burden of the Taipei Station.

The development will also integrate the land’s superficial setting according to the right exchange of urban renewal. The NTU Medical School Research Building and social welfare facilities are planned in this area.
