Program for Promoting Six Core Strategic Industries in Taiwan
The promotion of Six Core Strategic Industries include information and digital industries, cybersecurity industry, precision health industry, green and renewable energy industry, national defense and strategic industries, and strategic stockpile industries. By moving early with preparations and building on the foundations of the 5+2 Innovative Industries Program, Taiwan will gain first-mover advantage to capitalize on opportunities in the post-pandemic era created by the reorganization of global supply chains.
 
Information and Digital Industries: Promoting Taiwan as the digital base that contributes to global prosperity and security.
Through research and development on next-generation semiconductor technology, expansion of the application field of artificial intelligence and Internet of Things (AIoT), and integrate domestic 5G ORAN (Open Network Architecture) solutions to main the leading ICT technology of Taiwan, to export AIoT solutions and enter into international telecommunications equipment and systems suppliers.
 
Cybersecurity Industry: Create the world trusted cybersecurity system and industrial chain.
Take research and development in to such protective technologies as 5G and semiconductors will be conducted, the solutions on AIoT and healthcare will be developed, and an organization for cybersecurity defense and cross-country collaboration will be established. The strategy is to enhance protection of these emerging areas and forge high-end testbeds.  
Precision Health Industry: Make Taiwan as the global benchmark country for precision health and scientific technological pandemic prevention.
A platform which integrates materials of the Taiwan Biobank and National Health Insurance Research Database will be established, systems of precision prevention, diagnosis, treatment and care will be built, precision epidemic prevention products will be developed, and international biomedical business opportunities will be explored. This approach will promote Taiwan as a role model in the area of epidemic prevention around the world.  
National Defense and Strategic Industries: Promote national defense independence and make Taiwan as the important supply chain for the global aerospace ship and space industry.
The maintenance center of F16 will be established, self-maintenance resources of military aircraft will be built, the core technology of aerospace and indigenous naval vessel industries will be developed, while a national defense supply chain will also be established. For the space industry, low earth orbit satellites and ground equipment will be developed, and the Taiwan national space brand will be promoted.

Green and Renewable Energy Industry: Make Taiwan as the model of green energy in Asia-Pacific Taiwan will build a renewable energy industrial zone and R&D base, strengthen cybersecurity of renewable energy certificate transactions, and create an offshore wind power national team. The country will also attempt to gain a crucial role in the Asia-Pacific wind power supply chain, enabling local wind power products to export to other countries.  
Strategic Stockpile Industries: Build and ensure the steady provision of critical supplies.
The steady provision of critical supplies will be ensured by stabilizing main supply chains including energy, food safety, daily necessities, medical supplies, disaster relief, sand and gravel etc. This will also involve controlling such critical raw materials as semiconductor materials and equipment, automotive batteries, active pharmaceutical ingredients and 15 additional important industrial materials.

Industrial Environment of Taipei City

Taiwan is world-renowned for its technology development, manufacturing, and operation ability. The semi-conductor market share reached 26% in 2021; the productivity of the wafer foundry is the top of the world, accounting for 80% market share. IC package productivity is also number 1 in the world, accounting for about 70% market share. Therefore, Taiwan’s technology industry strength is in a leading position globally. Over 70% of overseas investment is concentrated in Taipei City, with nearly 70% of foreign companies based here. In addition, newly-emerging industries such as the biotechnology; service; cultural and creative; and meetings, incentives, conferences, and exhibitions (MICE) industries have developed rapidly in recent years, receiving a lot of attention and positive recognition in international markets. With positive reviews, the overall industry has developed towards R&D innovation with high-added value.

 

Advantage of Biotech Industry
There are 584 registered biotech companies in Taipei City generating gross revenue of NT$275.6 billion.The biotech industry in Taipei generates more than 50% of total nationwide revenue for the industry, giving it a leading position in the industry nationwide. Taipei City has a high concentration of scientific research talent and the most intensive research institutions and medical centers, including more than a dozen large research institutions such as Academia Sinica, National Experimental Research Institute, Biotechnology Development Center, and National Institutes of Health, 8 medical centers, 25 innovative incubation centers, 20 universities and vocational colleges in the city have biotech departments. Under the collaboration between Taipei city and Academia Sinica, Academia Sinica is aimed for basic research, while National Biotechnology Research Park emphasized on new drug development, and Taipei Biotech Industrial Cluster with clinical trials, which geographically combined with Nangang Software Park. Furthermore, with Taiwan high-speed rail (THSR) and transportation in Nangang, it is relatively easy to connect the Hsinchu Biomedicine Park, which hope to promote and accelerate the development of Nangang's biotechnology industry.

 

Advantage of ICT Industry
There are 11,946 registered ICT companies in Taipei City generating production revenue of US$183.4 billion (NT$ 5.5 trillion). Over 200 thousand are employed in ICT sectors. Nangang Software Park and Neihu Technology Park have gathered up to 190,000 technology elites, attracted investment from internationally renowned companies, and housed one-third of all corporate headquarters and R&D centers in Taipei City. Taipei City actively begins promotion of the Neihu Technology Park 2.0 that will utilize current city government real estate to attract emerging industries such as cloud, IoT, self-driving vehicles, green energy and so on. Promotion of the Beitou Shilin Technology Park project and promotion of the Ecological Shezidao project will play key roles as based for the ICT, and biotech/healthcare industries.

 

Advantage of Cultural Innovative Industry
Taipei City has abundant artistic and cultural resources. “Huashan 1914 Creative Park”, “Songshan Cultural and Creative Park”, “Taipei Music Center” are the 3 creative park in Taipei City. There are 8 cultural and creative blocks in total. Taipei City has 21 museums and 20 dedicated venues for art and cultural exhibition, giving it a leading position nationwide and create an endless stream of folk creativity.

 

 

Investment Targets of Private Investment in Public Constructions

The Taipei City Government releases governmental resources by facilitating public-private partnership, and introduces private funds to invest in major public constructions, meanwhile, opens up private participation in the development of national resources.
