According to the 2019 Global Entrepreneurship Index (GEI), the comprehensive score of Taiwan was 59.5, ranking 18th among 137 countries and 4th place in Asian countries. With regard to individual categories, the score in terms of Entrepreneurial Attitude was 53.2, 25th place globally; 58.0 for Entrepreneurial Ability, 22nd place; and 75.0 for Entrepreneurial Aspirations, standing at 7th place. Overall performance even beat out such major competitors as Korea, Singapore, Japan, and China. Taipei City has more than 180 startup organizations and a number of incubation centers, accelerators, social media platforms, and angel investors; together, they form a flourishing startup ecology.

StartUP@Taipei

In order to promote the city's startup ecology and boost its industrial development, the Taipei City Government established StartUP@Taipei. This organization provides consultation services, information on subsidies and incentives, investment matchmaking, and business opportunity promotions to lower the entry barriers for startups and to drive local economic development. From March 2015 to the end of February 2021, consultation was provided to 28,099 cases and 4,742 individuals.

Services Provided
  • Startup consultation and introduction services
    StartUP@Taipei provides guidance and assistance with applications for establishing startups in Taipei, helps troubleshoot problems for entrepreneurs, and offers office-related services.
    It also gathers contact information for all of the startup resource organizations from Taipei City and the central government, and provides referral services.
  • Startup-related policies and resources
    StartUP@Taipei provides the latest startup information from the government and the private sector, including information on office space and on central and local government resources and training courses.
  • Assistance applying for Taipei City government startup resources
    StartUP@Taipei provides assistance with applying for Taipei City government offers of low or zero interest loans, incentives and subsidies, and recommendations for fGo Incubation Board for Startup and Acceleration Firms (GISA).
  • Startup clinic consultation services
    StartUP@Taipei provides free one-on-one startup consultations, pre-startup and new business consulting, diagnostics, and guidance services including startup plan feasibility analysis, instruction on writing techniques for startup proposals, enterprise registration, legal and tax advice, company operation diagnostics, financial planning, and more.
  • Startup guru seminars and experience sharing sessions
    Every month, StartUP@Taipei organizes a startup guru experience sharing session, inviting leading entrepreneurs to share their experiences.
